Declaración sobre la derogación de la exclusión de Cuba en la OEA

No es un asunto de interpretación, sino de hechos y los hechos no se discuten: En Cuba no hay democracia y los ciudadanos no pueden elegir ni han elegido este sistema político económico social, sino que se les ha impuesto. Los cubanos, aunque si quieren, no pueden cambiarlo, hasta ahora, porque el poder totalitario lo impide por la fuerza y ha impuesto a la propia Constitución una contradicción e impedimento ilegal e ilegitimo que niega el derecho soberano del pueblo a decidir su destino y su modelo de sociedad. Jamás el pueblo cubano ha optado ni optará por un orden sin derechos. Los cubanos no hemos renunciado a la soberanía popular, sino que nos la confiscaron.
Si esta decisión que permite al estado cubano retornar a la OEA, quiere ser un acto de justicia con nuestro pueblo, al reconocer que es parte de la familia continental, por lo que tiene derecho a establecer relaciones de amistad y cooperación dentro del respeto a la autodeterminación de cada pueblo. Bienvenida la decisión. Si es un puente de dialogo para la aproximación respetuosa, sobre la base de la buena voluntad entre gobiernos, estados y pueblos, para superar las diferencias en un marco bilateral y continental. Bienvenida la decisión.
El gobierno cubano ha expresado claramente que no quiere entrar en la OEA. El pueblo cubano no tiene instrumentos democráticos para decidir sobre este asunto, pero recordamos que algún día, esperamos que pronto, lo cubanos puedan decidir sobre este y sobre todos los asuntos importantes para nuestra sociedad y nuestro futuro.
El Señor Presidente de Honduras Don Manuel Zelaya, al dar su versión sobre los motivos por los que el estado cubano fue injustamente excluido de la OEA en 1962, afirmó: “Por pensar democráticamente diferente…”
A la luz de la historia no apoyamos esta exclusión del estado cubano, pero esta afirmación del anfitrión de esta Asamblea General de la OEA, es cuanto menos una burla al pueblo cubano. Porque por sus creencias y por pensar democráticamente diferente hay muchos cubanos en las cárceles, en el destierro y muchos han sufrido la exclusión y la represión durante décadas. ¿No sabe el Presidente Zelaya que en Cuba hay un régimen que excluye y persigue a los que piensan diferente y mucho mas a los que quieren expresarse libremente, según ese derecho humano reconocido universalmente?
Hay una grave incoherencia en la explicación de esta decisión. Por una parte dicen querer abrir el espacio, en la OEA que corresponde al pueblo cubano. Eso lo apoyamos. Pero por otra parte, muchos de los gobernantes allí presentes niegan a los cubanos su derecho a los derechos. Insultan al pueblo cubano las repetidas expresiones de algunos gobernantes y personajes del Continente en este y en otros eventos, exigiendo respeto a la supuesta decisión soberana del pueblo de Cuba de optar por este orden sin libertad y sin democracia.
Se repite esta ofensa contra un pueblo que no puede expresarse. Yo acuso, ante nuestro pueblo y ante sus propios pueblos, a esos gobernantes que así se expresan, por ser participes de un gran teatro de la mentira, en contra de las esperanzas de los cubanos de cambios pacíficos hacia la libertad, los derechos, la democracia y la reconciliación.
El Padre Félix Varela nos enseñó y la vida nos confirma, que la libertad y los derechos de los ciudadanos son inseparables de la verdadera soberanía y autodeterminación del pueblo.
En un momento en que caen muchos esquemas injustos y se proclama la necesidad y el derecho de cambios para todos los pueblos, algunos en este continente y más allá del mismo, insisten en negar al pueblo de Cuba esos derechos a los cambios y en condenarlo, desde la mentira, a vivir en la opresión. Denunciamos que así no construirán la justicia para sus propios pueblos. Dios quiera que todos abran sus corazones a toda la verdad, pues solo así podremos construir juntos, toda la justicia.

THE WHOLE TRUTH, TO ACHIEVE JUSTICE FOR ALL
Statement on the repeal of Cuba’s suspension from the OAS

This is not a matter of interpretation, but of facts that can not be disputed: in Cuba there is no democracy. Citizens cannot choose a political, social or economic system; instead, they are imposed. Cubans want to change the system, but a totalitarian power prevents them from doing so, by force. It has even imposed on the Constitution itself an illegal and illegitimate contradiction and roadblock that denies the people’s sovereign right to decide their fate and their model of society. The Cuban people will never opt for an order without rights. We Cubans have not renounced our popular sovereignty – it has been taken away from us.

If the decision to allow the return of Cuba to the Organization of American States (OAS) is an act of justice to our people, recognizing us as part of the mainland family and thus recognizing our right to establish friendly relations and cooperation that respects people’s right to self-determination, then we welcome the decision. If it is a bridge for respectful dialogue based on goodwill among governments, states and peoples in order to overcome bilateral and continental differences, then we welcome the decision.

The Cuban government has made clear that they do not want to rejoin the OAS. The Cuban people have no democratic instruments to decide on this matter, but remember that someday –hopefully soon– Cubans will be able to decide on this and other important issues for our society and our future.

When giving his version of the grounds on which the Cuban state was unfairly excluded from the OAS in 1962, the President of Honduras, Manuel Zelaya, said, “Because of a democratically different way of thinking...”

Based on the lessons of history, we do not support the exclusion of the Cuban state. But, the statement made by the host of this General Assembly is, to say the least, a mockery of the Cuban people because, as a result of their beliefs and a democratically different way of thinking, many Cubans have been imprisoned, exiled or suffered exclusion and repression for decades. Does President Zelaya not know that in Cuba there is a regime that excludes and persecutes those who think differently, and even more those who want to express themselves freely, according to that universally recognized human right?

There is a serious inconsistency in the explanation of this decision. On the one hand, they claim a desire to open up a space in the OAS that corresponds to Cuban people. This we support. But, on the other hand, many of the leaders there deny Cubans their right to rights. The Cuban people feels insulted by the repetitive statements of leaders and important figures of the continent, in this and other events, that demand respect for the alleged sovereign decision of the people of Cuba to choose this system that lacks liberty and democracy.

This offense is repeated against a people that cannot express itself. I accuse the leaders who use these expressions, to our people and to their own people, of being participants in a large theater of lies that it is contrary to the peaceful expectations that exists in Cuba of change toward liberty, rights, democracy and reconciliation.

Father Felix Varela taught us –and life confirms– that freedom and citizens' rights are inseparable from people’s true sovereignty and self-determination.

At a time when many unfair schemes are falling, and the need and right to change is proclaimed for all peoples, some in this continent –and elsewhere– insist on denying the Cuban people’s right to change. They condemn us, based on lies, to live in oppression. We proclaim that this is not the way in which they would establish justice for their own peoples. God willing, everyone will open their hearts to the truth, because only then can we together build justice for all.
